EXPERIENCE 

Gary was president and owner of Moltz Constructors, Inc. of Cody, WY, from 1989 till 2014, when he sold the company to its employees. For 25 years Gary managed diverse types of heavy civil projects, including the rehabilitation of dams, spillways & tunnels; water/wastewater treatment plants, fish hatcheries, and pipelines. He managed multiple large gate rehabilitation projects for the U.S. Bureau of Reclamation, including slide gates, ring follower gates, radial gates, and floating drum-style gates. Many of these projects were in remote locations with limited access through canyons, rivers, and rugged terrain. Heavy civil projects in the Rocky Mountains required mitigating the additional challenges of unpredictable weather patterns and working at elevations up to 10,000 ft. Gary started Keo Civil LLC in 2014 to provide consulting services for design firms, government agencies, irrigation districts, and private landowners as they plan projects related to the construction or repair of dams, spillways, gates, valves, and hydroelectric projects.  Gary especially enjoys early brainstorming of project concepts for projects with tough access and other unusual conditions. His constructability reviews, problem-solving, and cost-saving ideas have made many projects more successful and safer. 


Extensive Government contracting experience, including the United States Bureau of Reclamation, the US Army Corps of Engineers, the US Fish & Wildlife Service, the US Post Office, and many State and Local Agencies.   FAR Experienced.

Somerset Dam Improvement Project, Queensland, Australia 2022 - 2027

Prepare and plan for a proposed upgrade to Somerset Dam that will raise the Dam crest, construct a downstream buttress, modify the gated spillway, and replace eight 8x12 sluice gates. Work is expected to take 5-7 yrs & cost +2B$.


Oroville Dam, DWR, State of California 2020 –2027

An invited member of an independent consulting board to review the design and ongoing installation by DWR and Stantec Engineering for the installation of the replacement of the lower outlet at Oroville Dam. There are two new 72” spherical valves with a capacity of roughly 3,000 to 4,000 cfs. The valves are under 600 ft. of head and located in a tunnel beneath the dam.


Greenland Three, Renewable Energy Project Development, U.S. State Department / Deloitte 2022-2023

The team from Greenland One & Two (see below) was once again invited back to continue their hydro work. The pre-feasibility study concentrated on the areas in SW Greenland near Narsarsuaq.


Bougainville Power & Light Feasibility Study, Autonomous Region of Bougainville (Soloman Islands) 2022

Greenland Two, Renewable Energy Project Development, U.S. State Department / Deloitte 2022

The team from Greenland One (see below) was invited back to continue their hydro work. The pre-feasibility study concentrated on the areas surrounding Kangerlussuaq (Sondestrom Air Force Base).

Burdekin Falls Dam, Queensland, Australia 2020

Constructability reviews to install post-tensioned, 91-strand vertical anchors on a 1650 ft. wide Ogee crest spillway to address stability concerns. Possible crest raising & abutment buttressing. Spill capacity: 2.3 million cfs (64,600 m3/sec).

Greenland One, Renewable Energy Project Development, U.S. State Department / Deloitte 2020-2021

Nukissiorfiit is Greenland’s national utility company. They currently use diesel generators to provide electrical power to most of Greenland’s remote villages. They plan to develop renewable energy solutions and request technical assistance via the U.S. Department of State and the Bureau of Energy Resources. Gary served as the Senior Hydropower Engineer on a 3-member team sent to two small settlements, one in South Greenland, the other in very remote East Greenland. They investigated potential sites for Hydropower and have drafted pre-feasibility reports.

Paradise Dam, Queensland Australia  $100 million project 2019-2020

USBR Shoshone Powerplant Roof Replacement, Cody, WY 2017

Summary of Work: Designed unique methods to replace the roof of a rock-fall-rated hydropower plant on a historic structure with access challenges. Provided constructability, estimating, and scheduling services.


Stagecoach Dam, Steamboat Springs, CO 2017

Member of a team to assess the existing condition of the dam and hydropower facilities. Made recommendations for 30-year costs and maintenance programs. Assisted in the design of a new 125’ deep sluice gate stem guide system utilizing full enclosure with SS pipe to repair failing stem guide support brackets.

Humphreys Dam Hydroelectric Project  2011  Private

Summary of Work: Construction of a 312 KW Hydroelectric plant. Work included the installation of a siphon intake into Humphreys Reservoir, 700 lf of 36” welded steel penstock, dewatering & in-river cofferdam, concrete powerplant foundation & tailrace, and installation of crossflow turbine and generator, vacuum system controls, siphon fill system & controls.
